Why cant we have a policy which develop small business further,such as,

1.If a tender is awarded to a bigger company,that company should subcontract a portion to a small company,preferably,small black owned companies

This will develop these small companies and enable them to be part of big tenders,many small companies cannot participate in bigger projects due to lack of capital and other resources,hence this only gives an advantage to bigger business only and this minimise growth in small entities.
